How does a vital state agency with no digital presence, no brand identity, and no modern communication tools connect with 12.8 million residents?

This was the monumental challenge the Illinois Liquor Control Commission (ILCC) faced. They were an analog agency in a digital world, responsible for everything from industry licensing to public safety campaigns, but without the infrastructure to effectively reach their diverse audiences. They didn't just need a vendor; they needed a strategic partner to build their entire communications ecosystem from the ground up. The Visual Identity

Our first task was to give the ILCC a distinct and professional identity. Before our partnership, the agency had no official logo, making it indistinguishable from any other state entity. We designed a clean, modern logo that was both authoritative and approachable. The inclusion of a bottle silhouette was a deliberate, strategic choice. While controversial, it instantly communicated the Commission's core function and established a memorable visual shorthand that was immediately recognizable.

This new identity was the cornerstone of a complete branding system that brought consistency and professionalism to all ILCC communications, from the website to public service announcements.

The Digital Transformation

With no existing digital infrastructure, we built the ILCC's entire online presence from absolute zero. The old state website was a confusing maze of hundreds of links. We designed and developed a new, mobile-compatible SharePoint website that was intuitive, user-friendly, and visually engaging. We created clear pathways for the agency's multiple audiences—including industry licensees, small business owners, and the general public—ensuring that everyone could find the information they needed quickly and easily.

This wasn't just a redesign; it was the creation of a central communications hub that served as the foundation for all future outreach. A prime example of this transformation was the infographic we designed to explain the complex liquor license application process. We turned a confusing, multi-step bureaucratic procedure into a clear, visually engaging, and easy-to-follow guide. This single piece of content demystified the process for thousands of small business owners, demonstrating our commitment to making government accessible to everyone.

Beyond the public-facing site, we also established the agency's complete social media presence, setting up their Facebook, Twitter, Instagram, and YouTube channels from scratch and implementing Google Analytics to track performance and inform strategy.

The Strategy

To address the critical issue of underage drinking, we developed the "Talk It Up!" parental responsibility campaign. This integrated, multi-channel strategy was designed to reach parents and youth across Illinois with a unified message: "You Are Their First Hero." At the heart of this campaign was the Talk It Up! Parent Guide, a comprehensive book written and designed by Birk Creative. This guide provided parents with practical tools, conversation starters, and the resources they needed to have meaningful discussions with their children about the dangers of underage drinking. It was a tangible asset that moved the campaign from awareness to action, empowering parents to become the heroes in their children's lives.

To bring this message to life, we wrote, produced, and directed a series of television and web videos that captured the heart of the campaign. These weren't just PSAs; they were compelling, emotionally resonant stories that depicted parents and children in authentic, relatable conversations. By focusing on the power of positive dialogue, the videos provided a visual and emotional anchor for the campaign, demonstrating what it truly means to be your child's first hero.

Our Approach

Our approach went far beyond digital. We leveraged our deep media relationships to execute a comprehensive campaign that included:

  • Radio: 6.5+ million impressions across 74 counties via the Illinois Radio Network.

  • Television: 4 TV commercials and 4 web videos that aired across the state.

  • Out-of-Home: 7 high-traffic billboards in key locations.

  • Transit: Advertising on 15 CTA routes in the Chicago metro area.

Crucially, we over-delivered on every aspect of the campaign, producing more radio spots, TV commercials, and billboard designs than promised, all while staying on a modest budget. We also secured significant donated airtime and media space, maximizing the campaign's reach and impact without additional cost to the taxpayer.

The Result

Our mission wasn't just to build a system, but to ensure it would last. We provided comprehensive social media training to ILCC staff, empowering them to manage their new digital presence independently. The strategies and systems we put in place created a permanent communications infrastructure that the ILCC continues to leverage today. The success of our model was so profound that the "Your Actions Matter" campaign framework has been replicated by states from Florida to Alaska.
